The stats are pretty much just shuffled around Sharpedo stats, because they're fairly similar in design but it obviously wouldn't be going very fast while having a literal boat anchor as a tail.
If it came in earlier gens, give it a steel-type bite move that traps similar to Anchor Shot, but weaker BP. I can imagine this guy holding on with its jaws while digging its anchor into the ground to keep its prey put.
