I think Sneasel should have been in Melee, and then Weavile should have been in Brawl, but either is fine. The goal I have with them is to introduce an Ice/Dark type that satisfies both typings for a game like Smash.
>general attributes
Fast, falls fast, kind of lightweight, not unlike Fox but not to the degree of Squirtle/Pichu. Sneasel line isn't too big but they can stand upright. Two jumps. A unique ability of Weavile would be to let it use its Pickpocket ability in battle, meaning that it has a chance to steal a held item when one of its attacks lands on the opponent. The more "dark type" an attack is the higher the chance. The item just quickly leaves the target and Weavile begins holding it. It can do that crouch and crawl thing, it sneaks around like that. Can walljump. Many attacks have the claws extend/disjoint for greater range, similar to Wolf.
>neutral B
Quickly shoots out ice shards horizontally. Might work better as a charge move like Sheik needles, but they do stun, at least two hits. Higher chance to freeze the longer the distance and percentage of the opponent.
>up B
Icicle Crash. Weavile creates two large Icicle Stalactites to jump off of. Can be angled slightly. Icicles are highly damaging and usually freeze anyone below.
>down B
Blizzard. Weavile takes a moment to whip up a blizzard and sends it horizontally. It travels slowly across the screen. The center is guaranteed to freeze an opponent for a long time but the outer hits just do gradual damage like piranha plant poison. Either a really slow startup move or limited uses per stock, depends on practical balance.
>side B
Night Slash. A quick lunging slash that is hard to react to. Does much more damage if you hit an opponent facing away from you. Can act out of this in the air.
The special moves are almost all Ice type because Ice and freeze aren't properly represented in Smash in my opinion. Weavile will be able to freeze opponents on a regular basis and then cut them up to rack up damage.
