OP obviously was wondering why something as good as Arcanine wasn't being used enough to be OU. Why do I even have to explain this?
And OP, people just don't realize how good he is. Extremespeed is especially key (allows him to slam Latios, Starmie, and stuff like that switching into Flare Blitz, and pretty much makes his "low" speed irrelevant). Flash Fire is another advantage over for example Infernape - it means he can actually switch into things, and if he does get a FF boost, nothing whatsoever will survive his flare blitz, unless they also have flash fire.
