There aren't really any dragon types in the OU meta that are going to take a +1 Outrage or a DMeteor to the face Super Effective or not.The difference there is, Dragon, ever, can only be resisted 2x (until Fairy, at least). If you use Outrage, you won't ever have even 75% of it resisted. It's not strong against anything, but almost nothing's strong against it either.
Normal on the other hand, is strong against nothing, and then in addition there are two types that resist it, both being relatively common, and then ghosts, which entirely are immune to it. You can have your attacks do nothing in Normal's case. It's not a jack of all trades type of deal, it's just too mediocre to have anything particularly positive.
