It's like Psyshock where it uses the user's special attack and the target's defense.

It gets an ice type STAB but is still capable of hitting water supereffectively. Be that the move changes to grass or something when it connects.

And it just hits Water SE

Because if it changed it to grass something like a Water/Poison would be hit neutral

It's completely trivial to make a flag to hit water SE and ignore the type chart for that calculation. It's not a dual typed move.

Kingdra takes the Ice weakness and the effect of the attack for 4x damage

Empoleon resists the Ice but the effect of the attack still remains for 2x damage

Water isn't this thing's primary concern. It still has two quad weaknesses and three other normal weaknesses. It's less weaknesses than Tyrantrum will have, but two quad weaknesses are never good.

That move will probably have a low BP, but it's description sounds like a 30% freeze chance which automatically makes it a terror in the lower tiers.

The only thing this needs to watch out for is Scizor and a mach punch user.
