Sure, gen 2 added breeding, held items, D&N; but of those it only really utilized breeding. The games pacing is horrid to the point that it isn't even too good in it's remake. This is also further held down by the fact that most of the pokemon in gen 2 were forgettable or extensions of the first, and the entire second region had virtually nothing (though this was partially fixed in the remake)
Gen 3 may have lost D&N, but it also added abilities as a method of fixing old pokemon, completely revamped the coding engine to improve on most of it (especially getting rid of dumb things like not being able to have females with good attack so you could keep cross compatibility with gen 1). This combined with an amazingly filled pokedex, well distributed pokemon and one of the best level curves to date, it really shapes up well. It honestly makes me feel like it was what they followed for gen 5.
4 still carried issues into platinum, level curve and distribution were still poorly done, and the HG/SS remake was still fairly subpar and frankly reeked of pandering in certain aspects. They did bring about the physical/special split and wifi, which is good.
As for gen 1, it's got a lot of technical flaws and not too many bells and whistles, but it does have a bit of charm, and it's pacing/distribution is actually very solid compared to 2&4.
