This is the last thing XY needs, you can catch an insane amount of Pokémon before he post-game, and once the post-game is unlocked there's less than 100 Pokémon you can't find between the two games, almost all of which are starters and Legendary Pokémon.
If they introduced entirely new Pokémon, that would make the game incompatible with X and Y without a mandatory software update. GameFreak has never done anything like this, and are opposed to similar concepts like off-disc DLC and patches.
