Outstanding as long as speed is maxed (assuming your average Pokemon, not trick room stuff or Aegis slash)

outstanding means the total sum of IVs is higher.
it depends what the IVs are in and what you plan to do with the pokemon.
Most of the time 2 max IVs is all you need

IF its like lets say a Bastiodon, all it needs in 31 is HP and Defenses.

The relatively superior 4IV bastiodion could havae HP, ATT, DEF and SP. ATT and the SP Def could potentially be pretty low.

With Outstanding, all iv's are at the very least above 21

Are you going to VGC?

If not then you're either using a simulation (where IV's are already maxed) or battling other people online whilst ingame (where losing doesn't really mean shit beyond your precious W/L ratio). Stop being autistic and wasting hours for an unnoticeable stat gain that only makes a difference in 1 out of every 200 battles.
