Just keep in mind that gen 3 was before the special/physical split. Also if you play as a girl your rival makes a really strange and sexist comment towards you when you first talk to him.

The encounter rate on the water is actually prtety okay compared to Gens IV and V; caves are worse.
Be aware that there are some optional places which you'll only be able to visit later once you get Surf. You'll miss out on some nifty TMs if you ignore them.
