Umbreon is a decent tank and my personal favorite, but most of the eeveelutions are based around quantity over quality. There are a lot of pokemon that are better than them in their specific niche.

I believe Jolteon still can be pretty good since he/she have a high speed and paralyze status moves. Besides, substitute to survive charged moves and energy ball.

Also, Hidden Power can be a good move if his hidden power type is Ice.

In fact you can use any of them to some extent successfully, with the possible exceptions of Glaceon and Flareon.
