Many people who don't know history have no idea how much effort the United States put into rebuilding Japan. Without the US, Japan as we know it today wouldn't exist. That means history would deviate drastically and Pokemon might not even have happened differently.
Worst case scenario, Russia invades Japan in late summer/early fall of 1945 (which they were getting ready to do until the Nips surrendered), destroy any semblance of the Japanese culture, and occupy it like many other far east countries. Basically Japan would be like North Korea.
