I actually kind of like that. I never really got why it grew those fins, only to lose them in the next evolution. Maybe if it had little nubs where Blastoise's ears would grow in, though...

funfact: the person who designed squirtle and wartortle also designed dratini and dragonair. However, he didn't design blastoise nor dragonite which explains why they look so different from the rest of the line
