Why do people call it overdesigned?

It's just a lizard with a clear "godzilla" motif, which makes it interesting. It only has three colors, and the contrast makes it pop. There is nothing wrong with its lines either, Dragonite and Garchomp have lots of lines and nobody bitches about that.

I just don't see how its more overdesigned than gen 1 pokemon like Scyther, Nidoking or Gyarados. Some Pokemon just have lots of small design elements.
