It's unpredictable along with being ungodly strong while having every coverage move it needed to get through what would otherwise wall its STABs (though I'm pretty sure there's absolutely nothing that walls its stabs effectively). A properly built team will always be weak to at least one form of Lucario (this holds true for its base form in UU also). The addition of every relevant priority (most with STAB) pushes it even farther over the edge.
Also, unpredictability has never been a taboo for balanced mons in a tier. Being able to hit would-be counters is always something that should be looked at. Just look at Keldeo's 1825 set stats this month compared to a few months ago. HP Electric is now used enough to be considered common. Mons that were otherwise niche have risen in usage while others have fallen out of usage. It's a metagame, and trends define it. When someone uses something that turns out to be effective in the current metagame, others might choose to use it too because it's effective. If that is used enough to be considered standard, people like you will act like it's terrible and evil and smogon approved even though it's a healthy part of the metagame. However, this can't be applied to would-be counters to really broken mons. You can't materialize a counter if it doesn't exist, and even if something hard walls a mon that's broken (which is rarely the case), if it's absolute dogshit against every team that doesn't carry the mon it's there to wall it's not worth using.
