Here's what I think: long ago, Wattson messed with the Red Orb and upset Kyogre, causing it to eat Mauville as we knew it from RSE (and why it needed to be rebuilt as we will see it in ORAS). However, Kyogre only got as far as the route south of Slateport before the town made it sick and it had to throw up the remains. Hence, these remains would be "Sea Mauville".

It definitely doesn't look like there's a boat where the Sunken Ship used to be. Looks more like an oil rig or something.

I agree on it being Sea Mauville. We know Wattson is into city design and shit, and New Mauville is precedent for him making a second city. Maybe Sea Mauville was a failed attempt at one.

I think Sea Mauville is a parody of the many failed attempts at sea-steading. Especially because of how Wattson is a private citizen instead of a member of the government, and sea-steading is something that is often attempted by various Libertarian private organizations.

I actually think I like it being a failed attempt by Wattson to make a new city better than just a wrecked boat.

New Mauville, this, and new-old ORAS Mauville give Wattson a character that the originals only really hinted at. He loves urban planning and development.

That's a pretty common thing amongst electric type gym leaders. Volkner was so bored by his challengers he improved his gym (though the puzzle wasn't all that difficult), and Clemont is an inventor. I've always been fascinated by New Mauville, and I hope the area is expanded to some degree in ORAS. I have always thought of Wattson as semi-villainous.

IF we're being honest, the abandoned ship in RSE always was pretty weird because it was really big. It seemed to imply that people died on it too

A "Sea Mauville" that they'd build for more space sinking seems like something more likely. Contextually, it'd probably take a long time to clean up, and it could have sunk while they were building it or something.
