Rayquaza is presumed to be shiny locked in oras as well as groudon and kyogre. Everything else is considered unlocked now though.

Legendary hunting isn't something to do to occupy your time. Its more like randomly just check certain areas. So you'll need something else to do, and then just periodically go back and check. Annoying as fuck.

Good thing I got both games. So I can just play Ruby while I wait for shit to appear in Sappghire

Not that hard, just very tedious. There is a subreddit that gives away 6IV Dittos, you can choose between 4 natures. Then just breed what you need, then breed the best offspring again etc. You mostly only need 5 perfect IV since most pokemon are either special or attack oriented, look up Destiny knot and everstone. Those two items are vital for breeding. Pic could be outdated.

It's really not as hard as it seems. Of course, you need that 6IV Ditto to speed things up, but once you get it everything comes quick, the more tedious part can be getting the EM though, since some species (like starters) have a very low chance of being females.

There are a few images about breeding, but I'm on my phone right now. Hopefully a kind anon will post them for me.
