You insert the cable via USB, and stick the cartridge in the slot. You can now either backup your save file, use Powersaves to drastically alter your save, or Codes to inject certain smaller things in. Availability of Powersaves and Codes depends on the game you're using.

I'm with this. /vp/ seems to have achieved some kind of super (not so) sekrit goldmine for underage kids from reddit and gamefaqs to come and get Pokemon from.
This would be fine if they stuck to the giveaway threads. But they don't. They make shit threads with the subject in the name field, shit up other generals and are just generally cancer.
The giveaway culture needs to be stopped.
