So I recently replaced the battery to pic related and was having an awesome time til I started the road to Mahogony Town. The Jasmine's Steelix was level 34, and now wild Pokemon are level 17. Seriously? Why is this? Even the trainers are barely level 20 and my team of 6 is 26+ at this point. I love Johto but I don't remember it being this frustrating.
