Why was this faglord allowed to replace Steven, the best champion in Pokemon, in Emerald? Makes no sense at all

It would be like Jasmine replacing Lance, Candice replacing Cynthia or Bryce/Iris replacing Alder in Crystal, Platinum or BW2

Jasmine and Candice were the 6th and 7th Gym Leaders of their regions, not the 8th odd choices to bring up anyway. Brycen (also not an 8th) was only Gym Leadering to get his inspiration for acting back.
