If the time travel is some Li guy being thrown back to the Qin Dynasty and using his state-university-given knowledge and good traditional family values to help the Qin emperor establish his empire the censorship board would obviously let it pass.
If Li went back and got all the concubine pussy but still worked for Old Royal Fart Qin, that would depend on who was in the censorship office that day.
If Li goes back in time to establish democratic China and the movie ends in fast-forward to the Free Democratic Republic of China in year 20XX with flying cars and public voting on all decisions then obviously the censorship board is going to have a field day with the reels.
