As far as the regional birds go, Noctowl, Swellow and Unfezant are in more of a need than Staraptor. Unfezant can be fixed by expanding its movepool and giving it Brae Bird or at least Drill Peck, or something better than Aerial Ace.
Noctowl's problem though is its stats, so an Evolution or Mega are in need.
Swellow, well, aside from speed, its stats suck. And Talonflame does the fast thing better.
