From the start, why was the decision made to make HM moves undeletable except via each game's move deleter? What balance does it bring? How does that benefit the player? I'm truly baffled.

It's obsolete now, especially since you can't get rid of HMs in your pocket and there really is no possible way to get stuck anymore. Mons with HM moves can't be released

You should be able to remove moves manually and remind pokemon of moves (while still using up the designated currency for it) anywhere imo.

In older games, there were areas where you could soft-lock your game if you deleted all your HM moves and threw away your HM. See: Seafoam island or Cinnabar island, where you NEED either surf or fly to leave the town.

in Gen 1 you could skip SS Anne too, via trading for a Pokemon with Cut, which is what a lot of people did to see if there was a Mew under that truck

Same person who thought having Flash, Whirlpool, and Defog would good be HMs. Although considering defog's buff this gen, it'd probably be more desirable today.

Luckily Bibarel can handle all of them except Fly and Defog. For SS, I used the Lake of Rage Shiny Gyarados for Surf, Strength, Whirlpool, and Waterfall.
