When it's at 25% health or lower, it reverts back to shitmon form.

It's basically Archeops 2.0, which is tragic because it's movepool isn't even all that hot, consisting of only water, ice, two weak dark moves and ground. Oh well.

Its starts as the small one and it becomes bigger.

I think thatll be the case. Just like gale wings will deactivate priority flying moves unless its at green hp.healing talonflame will restore gale wings priority. And allow wishiwashi to go back into school form.

Toxapex is pretty much the best pokémon this generation, much less water-type. I would say Golisopod is probably the second best water type.
Now if Wishiwashi is the third? Maybe, Bruxish is surprisingly not-shit.

and its attack stats aren't even that exciting anymore, lots of pokemon have 130+ these days and better movepools behind it too, without a crippling ability

Toxapex is the only good water type and it's guaranteed a seat in OU
