They're just Pokemon other dimensions.

Necrosma, Solgaleo and Lunala are just UBs who came to the Pokemon world in the ancient times and eventually adapted into our world Pokemon.

The Ultra Beasts essentially take up the Pokedex space that legendaries normally would, which is why there are none of them this gen. Even the cover legendaries are Ultra Beasts.
