Yes, hes only available late game though.

As far as Online/Competitive; use him where he is good, for typing.

It's alright as long as you get a friend to evolve it for you. Otherwise it hits like a truck and has okay bulk.

You can get Raichu much quicker. Vikavolt is an area-based evolution and only evolves on the last island.
