embiggen its speed and add an effect to light ball that lets it act as Pikanium Z if the holder knows Volt Tackle, and Pikashunium Z if the holder knows Thunderbolt

Make Light Ball buff all of his stats by x2.5 instead of just Attack and SpA x2. Also, give it Fusion Bolt as an event move or something.

There you go, also +6 base speed would put him on a sweet spot without making him any sort of OP.
