Tsareena's actually pretty great in game. Reconsider that.

As for Dhelmise vs Eggy, Dhelmise is a bit of a problem to find and can come at any level between 10 and 43. They're both late game, but Exeggcute's much easier to find and there's even a forced encounter with Exeggutor.

Go with Exeggutor. You probably don't want the forced encounter one though since you miss out on stuff like Sleep Powder.
