someone had a nice idea to give new forms to weak pokemon to make them relevant, then one of the many pants-on-head retards at GF went "whoa guys what if we gave these forms to all these already broken legendary pokemon??? wouldnt that be epic xDD" and so megas were born

Lots of unattainable megas can be encountered in the Battle Tree (eg Mega Gardevoir and Wally's Mega Gallade)

The only retarded thing about waiting for a third game for SM was people expecting it just a few months after release, and even more for it be on the Switch.

There can still be a Stars, or maybe even SM2, just not yet.

The weird thing is I've seen an NPC in the Battle Royale mega evolve a Lopunny. My assumption is that the missing mega stones are there, but there's no way to get them without hacking.

Enemies can still use the missing ones though. In fact the missing ones were *Added* to the Tower teams for this game. Mega Gardevoir's set replaces a previous normal Gardevoir set.

The question is, why would they put the items in but not give any way of accessing them?
I can understand having something like the Safari Ball programmed in despite not being used, since its data would be needed when transferring Pokemon from other games that were caught in safari. But not having the Mega Stones available makes no sense.

I doubt it's just GF being lazy. They had a lot of times to put it in, and it should be really easy to accomplish. They programmed them. Just need to make them available. There's no way to know for sure why they didn't.
