A baby pokemon is technically a first stage pokemon that can evolve but can't breed. Phione and Cosmog both fit in that description

How does them being diety prevent them from being mortals?
They may not «recive» eggs from the daycare but it doesn't mean they are incapable of having offsprings.
They are just really rare and powerful pokemon but they aren't gods, all thier godly deeds are just myths, religions or ledgends within the pokemon lore or plain normal pokemon behavior interpreted and twisted by generations of human.

Could they do this for all legends? Yes. Is there a reason for them to do so? I don't know. On one hand, it is better to give the player full control over a pokemon's build, but on the other, pre-evolutions were always derided and thus why they're not done anymore. Unfortunately, they still make evolutions available before their lowest forms and sometimes the evo is all that's available and you HAVE to breed for it's lower forms. I hate this practice and want it to die.

I don't like the designation of "baby" pokemon because since it's inception, it was arbitrary. Even then, I think the term originated in the TCG and the game itself does not mention it. What the game DOES do is make all introduced pre-evolutions not able to breed. This makes no sense because all other pokemon hatch as their base form, but they can still breed even when they are recently hatched. Not to mention there is one baby pokemon introduced in gen 4 ALONGSIDE THE VERY POKEMON THEY EVOLVE TO. Indeed, their justification is that it still cannot breed. Yes, I am aware there are plenty of pokemon that have TWO results of breeding, one that can breed and one that can't. We all know this is due to their incessant need to maintain continuity when that was purposeless to begin with. The whole mess is just arbitrary now, and ever since the idea was evidently canned, it only reeks of bad programming. I do not like this label and wish it did not exist.

Speaking of originating in G/S/C, I forgot Togepi is a baby pokemon and it's evo was also second gen, so this flaw ALWAYS existed, before Riolu. It's just that you are GIVEN Togepi as opposed to having to breed for it.

This might be reading a bit too much into it. X and Y's lore seems more likely to have actually happened. Add to the fact that this is a children's RPG at the end of the day and Game Freak doesn't seem to put too much thought into the plot, all those deeds and religious stuff probably did happen in some nonsensical Pokemon fashion. Also, being mortal and capable of having offsprings doesn't mean they have to be necessarily babies. Besides being plot significant, baby Pokemon just seem kinda pointless and filler.

On that, I don't consider all legendaries to be deities per se. Usually, it's only once you get to the box legends do I consider them to be a deity. Everything else is mortal and just obnoxiously powerful. I will also note that I don't consider all event pokemon to be a legend, and not even all of them are that significant. The limit I place is Mew. That is what I consider to be the first mortal pokemon. Anything with greater significance is not.

That was only Cyrus's emo claims. Said legendaries can basically control the fabric of reality and are essentially immortal, therefore deities. Its even said that all a pokeball does is reduce their power which is why 10 YO trainers don't go around fucking up reality with them. And as per the new tree hugging hippie lore Gamefreak has pushed, Pokeballs dont actually catch dick, Pokemon let themselves be captured by trainers they like and hope to bond with.
