When one defeats the champion in BW each pokemon gets a background of its primary type. I'm willing to believe Tornadus' type is solely because they needed a Pokemon foe the Flyting background and Arceus was too hard to get.

It's because most grassmons aren't rooted. I can only think of Oddish that makes mention of burying itself but it still has legs. They move because the premise of Pokemon necessitates it, so they're never as associated with the earth as much as the sun.

Torterra is grass/ground because the shell is supposed to invoke a landscape.

A rooted tree pokemon would be pretty inconvenient. You couldn't put it in a pokeball and you'd have to bring trainers to it for battles. And then it would just stand there doing nothing

I don't know why a ground/grass mon would've to be rooted.

Like, look like other double types, they don't necessarily represent ground in their design.
Golurk, Nidoking/queen, Mamoswine and even Garchomp don't have "ground-like" things covering them.
