1.) Too many Pokemon.
2.) The main characters of the anime, the franchise's main marketing vehicle, don't follow it. They instead catch a small number of Pokemon, who are characters in their own right with personalities of their own. Since they want the Pokemon to have personalities of their own, having the characters catch a large number of them is counter-productive.
