Bought various pokemon figurines in a metal box at a used goods shop that contained some miniature eeveelutions within it. Anyone happen to know what they were for?

Those are Pokemon Zukan figures, figures of pokemon at a 1:40 scale. Floatzel and Buizel are also Zukans.

I used to own one of those polly pocket sets with eevee and I'm fairly sure it's not from that. Compare with this picture.
