It doesn't matter whether or not the base form is strong or not. GF just has no fucking clue how to balance megas. A shitmon can rocket into ubers with the right ability and stat gains or a strong mon can do jack shit. Either is a stupid scenario.
The even bigger problem is that GF designed megas as a 'competitive' thing, instead of using it to enhance ingame teams. It'd be cool if we saw Winona use Mega Altaria or something (hell it justifies Megagross's existence and why it's so strong), but instead it's just something the player can use to sweep the entire game and then head into the even more massively imbalanced comp.
