Arcanine was FR exclusive, ponyta can only be found in the post game or else it would leave the two version exclusives redundant.

I lied, pontya is near mt ember, which is part of the post game but can be accessed late game. At that point you're well above level 35 and probably have a high level fire pokemon from the ninetales

I also had a Pidgeot on my FRLG team but I ended up swapping it out for Articuno because I wanted to spice things up and make things interesting (it was worth it)
I suggest doing the same thing for your team.
