Necrozma probably just seeks out light sources and the nebby line happens to be a really powerful, and thus delicious, source of light. It happens on occasion but it's probably uncommon.

Nothing. It was a dragon, then reduced to the form in OP's pic. Necrozma presumably took the light of other things and didn't change, but upon finding Solgaleo/Lunala it was like "oh hey I'mma steal your light" and it did and it took over Nebby because of the light it was emitting.
