Regice would only be OU with some insanely broken ability/move if Ice types aren't buffed defensively and other changes.

How is it a boogeyman? Having 4 weaknesses to common attacking types, including steath rocks, and only one resistance to itself is horrible defensively. Its objectively the worst defensive mono typing with Ice/Rock, Ice/Bug, Ice/Grass being debately as bad as Psychic/Dark.

Regirock and Regice now get Sand Stream and Snow Warning as their HAs
Hail now raises Ice-type Defense the way sand raise Rock-type Special Defense
Hail no longer deals damage to Water- and Fire-type Pokemon (so you can have more diverse hail teams)
Regirock now learns Shore Up (it's Sand Gather in Japanese so there's no need for it to be a beach-related Pokemon) and Regice learns Snow Gather (hail variant of Shore Up)
Ice now resists Water

When literally everything carries something that can hit you for SE damage, your bulk is effectively only half it's actual value. Ice is the only type without a single defensive advantage over another type, and its one resistance, itself, is the rarest type of them all. Not only that but Hail doesn't give Ice any boosts. GF hates ice more than Iris does.
