taillow was either the spearow or the 2nd like Salamence was the second psuedo
I'm guessing it was the water typing that made people refuse, but noctowl being a 2 stager, talonflame being part fire and staraptor being good should show that there was no definite pattern to be set in stone starting with gen 2.
The only requirement should be how common and spread out the bird is, and wingull is almost as common as magikarp is.
Wingull defines the region better than any Pokemon can being all over the grass AND water routes.
Wingull even shows up earlier in game than Taillow.
Not to mention Peeko.
