We know what Ash's goal is, but we don't know what it means.

It'll been 20 years and we don't know any more about a Pokemon Master actually is than we we did when it first started. Not even the writers know what it means, since they refuse to answer the question.

It's an intentionally vague goal used to justify an endless quest.
