Yes, it makes it perfectly logical to throw a level 70 Pokemon at you when your entire team is barely level 40. Great logic OP! And before you bring up the Emerald Rayquaza argument, I would like to remind you there are better games than Emerald such as ORAS so do no use a flawed game as an argument.

Because Ho-oh is scaled for use in the main story’s ending compared to Lugia who is post-game exclusive. The opposite box legendary is one of the few Pokemon that are appropriately level scaled in the post game in GSC.
