No game could be perfect in terms of the metagame because the ones creating it aren't perfect and even if it could be, you'd never get everyone to agree on it being so, so it's pointless to even try.
This is why all multiplayer only games are garbage unless they are primarily collaborative.
Stats should, for the most part (starters and legends being excepted) be based on the theme of the Pokémon, how far along in the game a species is found in their region of origin, and their evolution level NOT competitive.
For the past few weeks I've been slowly working on a spreadsheet doing just this. Just Gen 1 - 4 starters have taken me about 12 hours to get where I like them though, since I'm trying to keep GF's original vision for them intact at the same time across the board. Also gotta rework the entire Experience system first to be just right before I can do anything but the starters though which may see further changes as I go.
You may think it's simple to actually mess with everything, but it really isn't, you know. If it takes me less than 2 months worth of hours I'll be surprised.
