How the fuck did it take so long for people to realize "wtf, Pikachu has an evolved form????" Surely breeders would've already known Pichu existed in advance, right?

Later-gen baby pokemon can only be bred with special incense. Maybe early-gen pokemon require something that's naturally present in most regions, but not Kanto?

Breeding didn't exist in gen 1, dummy. Obviously, they discovered all the baby forms after figuring out how to breed pokemon in gen 2.

Johto is more in tune with nature plus you have Suicune running around purifying every body of water in Johto and Celebi maintaining all plant life healthy which in turn results in Johto probably being the healthiest and most bountiful region to live in. We also can't forget about Ho-Oh sprinkling magic dust from his feathers (probably sacred ash) as he roams the skies everywhere. All head canon and speculation but it's what I came up with.

Basically these. Maybe Pikachu are like pandas and they only fug naturally under very specific purposes. Same goes for other rare 'mons like the Hitmons or Clefairy.

The one that should have been obvious was Jigglypuff.

Puff only lives in one tiny area outside of Mt Moon. That thing probably isn't even a native species and the ones you find are just migrating to Mt Moon to evolve.

The only explanation is that back in Gen 1 times, Pikachu could only produce more Pikachu from breeding, and Pichu was a recent thing by the start of GSC.

In a realistic pokemon world, they would know. This is a game, though. Pichu was introduced in the next game after Pikachu was. That was the best excuse GF could come up with. Same with how Eevee can suddenly evolve during day or night just by being close to its trainer (something that would've naturally happened in Kanto) or Johto never being mentioned even though they share an Elite Four and Champion.

The real answer is that RBY and GSC were still operating under the premise that Pokémon were a somewhat recent discovery, and it was only in later generations that they changed it to Pokémon living alongside humans for thousands of years.
