We don't know.
I doubt they did it to make the game easier since FRLG is on par or harder than RBY in terms of difficulty. My guess is that they copypasted the Rhyhorn as a placeholder while deciding what moveset giving to Rhydon and then forgot to put the changes in.

at the time a kid told me that doing this would make your games more likely to corrupt and crash so I always tried to refrain from doing it even though it was a really cool feature but I think they were just a little lying asshole.
