The point of EE is to synergize with his signature move, First Impression, to allow Golisopod to fire off a high-powered priority hit and then get a free switch out on the same turn, allowing you to bring in something that can take advantage of the weakened opponent.
The problem is that Emergency Exit is an absolute liability on any turn when Golisopod isnt using First Inpression, as with his slow speed it means he is unlikely to be able to attack before being forced out.
One way to buff EE would be to make First Impression flinch. Giving Golisopod the ability to hit the first attack for free would mean that needing to use weak moves like Sucker Punch / Aqua Jet on subsequent turns would not be such a bad deal.
Another way would be to make EE activate at the end of a turn, so at the very least Golisopod gets to attack before switching out regardless of whether it uses First Impression or not.
Either of those things individually would make Golisopod at least not totally crippled, but both together would probably make him semi usable, maybe UU. To get him up to OU you'd need to add additional effects to his ability (like healing or damage reflection) or change it completely (like making the opponent switch out, not Golisopod), neither of which seem like good options.
