He gets his ass kicked by Lance halfway through the story and gets told that the reason he keeps losing is because he's an asshole to his Pokemon. He brushes it off at first but every time you meet him afterwards, he slowly realizes that Lance was right and by the time you get to Victory Road, he's making a real effort to become better. By the time you reach Kanto, he's still really serious and sort of angsty, but instead of shitting on his Pokemon for being weak every time he loses, he says he needs to make more of an effort to be a good trainer. Plus his Golbat evolves into a Crobat so you know he's been putting in work in the happiness department.
It's not amazing character development but it's probably the best instance of it in a Pokemon game ever.
