Because of this they been putting quality control behind Kanto pandering. Based on every interview that's been doe since the move to 3D, the higher ups at Pokémon and Gamefreak have made it depressingly clear that they think people don't care about new Pokémon and Battles as much as they do Kanto Pokémon and Catching. Using the lack of interest from young people(mostly blaming phones) as an excuse for their lack of quality and unwillingness to finish their games and add any form of longevity to them.
It's been almost a decade, where's the Johto pandering? It's clearly not normal.
I'd compare it to the New Super Mario Bros problem, it was cool at first, but it's all we get now.
