OP is asking why Pikachu hasn't just evolved into Raichu from experience when they constantly break the rules of the games.

The answer is obviously that they only break the rules when it is convenient. And evolving Pikachu is a bad move.

Define "breaking the rules"

There are no defined rules for what it and isn't possible in a Pokemon battle, what we see in the games isn't what's actually happening

But evolution is well-established as something that's permanent

The Ability "Thunder Evolution" is given to the most worthy of Pikachu. It is said a crushed Thunder Stone combined with Zekrom's Thunder and the blessing of Arceus will mutate a Pikachu, it gains a Blue Thunder mark on its torso.

In battle when Trainer and said Pikachu are in sync Pikachu can Thunder Evolve into the Mythical Gorochu, one has not been seen for thousands of years.

It is unclear if Gorochu can use moves of fully evolved Pokemon, like Hyper Beam, but we know that if Pikachu can learn it then Gorochu can use it as well.

Legends also say that Thunder Evolution activates its secondary effect upon successful temporary evolution, it allows Gorochu to boost moves that are not of its type.
