My cutoff is base 95 or higher, but most people prefer base 101 or higher.

It doesn't seem right to make a hard cut for when a pokemon stops being fast and becomes slow even if that's how it works gameplaywise.
I consider 75-99 as the middling range with >/=100 being fast and <75 is slow.

I care more about the Pokemon's Speed in relation to its ability to take hits. If you're slow, you should be able to take a hit so you can actually do whatever your job is, be it supporting or attacking. Look at shit like Cacturne - it's slow, AND frail, AND a mixed attacker. This doesn't work, and it probably never will.

That's entirely dependant on what kind of role that pokemon is supposed to fill.
Gliscor's base 95 speed isn't very impressive but that is incredibly fast for a defensive pokemon which let's it speed creep other stuff.
Meanwhile Tapu Lele has the same base speed and I don't think anyone would call her fast.
