This basically implies that indeed, culling was already on the table and he knew he can't talk about it there and then because he's aware that people will absolutely not be happy. Those are not words of a man trying to assure players that they will be able to use their pokemon in future games, they're the words of a man trying to dodge a very upsetting reply
The only thing he is saying is that they are trying to find a way to bring all the pokemon to the games, but we all know that ways already exist, they are just not taking those ways
