The Cyndaquil line are flameless by default and the flames only activate when they're angered, threatened, or when they're using a Fire-type move.

Because aside from hoverflies and hummingbirds winged animals can't fly without moving forwards, and gliding without forward movement is completely impossible other than ugly looking.
