Probably just increasing Ditto stats a little but also making him able to breed with every pokemon . It end up being a slow and redundat idea so I guess gf just gave him his breed gimmick right away with no evolution needed

Might have been cool if it added steel as a second type whatever it transformed into, would make sense as a metal coat evo. Ideally it would keep the face and horn when transformed.

It transforms into the next stage on the evolutionary line of the Pokémon it transformed to. So let's say it used transform on Pikachu then it would transform into raichu
